Democrats defend Obama administration over bungled gun sting (Reuters)
WASHINGTON (Reuters) ? Democrats in the U.S. House of Representatives on Tuesday sought to blunt political attacks on the Obama administration over a botched gun sting operation, saying that the idea of allowing weapons to go across the border to Mexico came from field agents and prosecutors.
Democrats on the House Oversight Committee issued a report just two days before Republicans on the same panel plan to grill Attorney General Eric Holder about the most recent operation, dubbed "Fast and Furious," in which as many as 2,000 guns may have been trafficked to Mexican drug cartels.
President Barack Obama's fellow Democrats said in the 89-page report that the operations and strategies dated back to the Bush administration and were the brainchild of field agents and prosecutors, not officials at the upper levels of government.
"Unfortunately this strategy failed to include sufficient operational controls to stop these dangerous weapons from getting into the hands of violent criminals, creating a danger to public safety on both sides of the border," Representative Elijah Cummings, the senior Democrat on the committee, said in a letter accompanying the 89-page report.
The panel chairman, Republican Darrell Issa, sent a letter to Holder on Tuesday accusing him of engaging in a cover-up and complaining that the Justice Department will not turn over more documents including those about its response to the scandal.
"If the department continues to obstruct the congressional inquiry by not providing documents and information, this committee will have no alternative but to move forward with proceedings to hold you in contempt of Congress," Issa said.
A Justice Department official said the agency was cooperating with the committee and would continue to do so. The agency has turned over several thousand pages to the committee and allowed some senior officials to be interviewed.
Two guns from the Fast and Furious operation were found at the scene where a U.S. Border Patrol agent, Brian Terry, was killed during a shootout with illegal immigrants. It was not clear, however, if those weapons fired the fatal shots.
That operation ran from late 2009 to early 2011 out of the Phoenix offices of the Bureau of Alcohol, Tobacco, Firearms and Explosives and the U.S. Attorney. The goal was to try to track guns being smuggled from the initial purchaser to senior drug cartel members.
However, in most cases ATF agents did not follow the guns beyond the initial buyer. Republicans have questioned who in the administration knew about and approved the operation and its tactics and when. They have issued subpoenas for documents and for witnesses to testify.
Mexican authorities have complained about the flood of weapons coming into their country from the United States and contributing to the deadly war with the drug cartels.
OFFICIALS SAY THEY DID NOT KNOW
The Obama administration has admitted that the operation and its tactics were unacceptable, but senior Justice Department and ATF officials have denied that they knew of the specific tactics until early 2011 - after it was over.
Republicans have expressed doubts about those assertions and some have demanded Holder's resignation as well as that of his senior aide, Assistant Attorney General Lanny Breuer, who runs the Justice Department's criminal division.
"Contrary to repeated claims by some, the committee has obtained no evidence that Operation Fast and Furious was a politically-motivated operation conceived and directed by high-level Obama Administration political appointees at the Department of Justice," Cummings said.
The report said that during "Fast and Furious", agents first sought to bring charges for smaller cases involving the gun buyers, known as straw purchasers, but that senior prosecutors wanted to wait to see if they could bring bigger cases.
It also revealed that authorities in the United States and Mexico had recovered 567 weapons from the botched operation as of January 2011, almost two-thirds of which were found in the United States.

UN nuclear inspection gets under way in Iran (AP)
TEHRAN, Iran ? U.N. nuclear inspectors began a critical mission to Iran on Sunday to probe allegations of a secret atomic weapons program amid escalating Western economic pressure and warnings about safeguarding Gulf oil shipments from possible Iranian blockades.
The findings from the three-day visit could greatly influence the direction and urgency of U.S.-led efforts to rein in Iran's ability to enrich uranium ? which Washington and allies fear could eventually produce weapons-grade material. Iran has declined to abandon its enrichment labs, but claims it only seeks to fuel reactors for energy and medical research.
The International Atomic Energy Agency team is likely to visit an underground enrichment site near the holy city of Qom, 80 miles (130 kilometers) south of Tehran, which is carved into a mountain as protection from possible airstrikes. Earlier this month, Iran said it had begun enrichment work at the site, which is far smaller than the country's main uranium labs but is reported to have more advanced equipment.
The U.N. nuclear agency delegation includes two senior weapons experts ? Jacques Baute of France and Neville Whiting of South Africa ? suggesting that Iran may be prepared to address some issues related to the allegations that it seeks nuclear warheads.
In unusually blunt comments ahead of his arrival, the IAEA's Deputy Director General Herman Nackaerts ? who is in charge of the agency's Iran file ? said he wants Tehran to "engage us on all concerns."
Iran has refused to discuss the alleged weapons experiments for three years, saying they are based on "fabricated documents" provided by a "few arrogant countries" ? a phrase authorities in Iran often use to refer to the United States and its allies.
"So we're looking forward to the start of a dialogue," Nackaerts told reporters at Vienna airport. "A dialogue that is overdue since very long."
In a sign of the tensions that surround Iran's disputed nuclear program, a dozen Iranian hard-liners carrying photos of slain nuclear expert Mostafa Ahmadi Roshan were waiting at Tehran's Imam Khomeini airport early Sunday.
Iranian state media allege that Roshan, a chemistry expert and director of the Natanz uranium enrichment facility in central Iran, was interviewed by IAEA inspectors before being killed earlier this month in a targeted bomb attack that Iran claims is part of an Israeli-led covert campaign of sabotage and slayings. Roshan was at least the fourth member of Iran's scientific community to be killed in apparent assassinations.
In Vienna, the IAEA said it does not know Roshan and has never talked to him.
But the IAEA team will be looking for permission to talk to key Iranian scientists suspected of working on a weapons program. They also plan to inspect documents related to nuclear work and secure commitments from Iranian authorities to allow future visits. It's unclear how much assistance Iran will provide, but even a decision to enter a discussion over the allegations would be a major departure from Iran's frequent simple refusal to talk about them.
Iran also has accused the IAEA in the past of security leaks that expose its scientists and their families to the threat of assassination by the U.S. and Israel.
The visit was to coincide with a vote in Iran's parliament on a bill that would require the government to immediately cut the flow of crude oil to Europe in retaliation for sanctions. Lawmakers postponed the vote Sunday to further study the bill, and no date for a vote has been set.
The draft bill is Iran's response to an EU decision last week to impose an embargo on Iranian oil. The measure is set to take full effect in July.
The head of Iran's state oil company said Sunday that pressures on Iran's oil exports ? the second biggest in OPEC ? could drive prices as high as $150 a barrel.
"It seems we will witness prices from $120 to $150 in the future," Ahmad Qalehbani was quoted by the official Islamic Republic News Agency. He did not give a timeframe for the prediction, nor any other details.
The price of benchmark U.S. crude on Friday was around $99.56 per barrel. About 80 percent of Iran's foreign revenue comes from exporting around 2.2 million barrels of oil per day.
Oil prices have been driven higher in recent weeks by Iran's warnings that it could block the Strait of Hormuz at the mouth of the Gulf, the route for about one-fifth of the world's oil. Last week, the American aircraft carrier USS Abraham Lincoln, joined by French and British warships, entered the Gulf in a show of strength against any attempts to disrupt oil tanker traffic.

Steve Jobs told Google to stop poaching workers (Reuters)
(Reuters) ? Apple's Steve Jobs directly asked former Google Chief Executive Eric Schmidt to stop trying to recruit an Apple engineer, a transgression that threatened one junior Google employee's job, according to a court filing.
The 2007 email from Jobs to Schmidt was disclosed on Friday in the course of civil litigation against Apple Inc, Google Inc and five other technology companies. The proposed class action, brought by five software engineers, accuses the companies of conspiring to keep employee compensation low by eliminating competition for skilled labor.
In 2010, Google, Apple, Adobe Systems Inc, Intel Corp, Intuit Inc and Walt Disney Co's Pixar unit agreed to a settlement of a U.S. Justice Department probe that bars them from agreeing to refrain from poaching each other's employees.
According to an unredacted court filing made public in the civil litigation on Friday, the now-deceased Jobs emailed Schmidt in March 2007 about an attempt by a Google employee to recruit an Apple engineer. Schmidt was also an Apple board member at the time.
"I would be very pleased if your recruiting department would stop doing this," Jobs wrote.
Schmidt forwarded Job's email onto other, undisclosed recipients.
"Can you get this stopped and let me know why this is happening?" Schmidt wrote.
Google's staffing director responded that the employee who contacted the Apple engineer "will be terminated within the hour."
He added: "Please extend my apologies as appropriate to Steve Jobs."
Google spokeswoman Niki Fenwick said on Friday the company, "has always actively and aggressively recruited top talent."
Apple representatives did not immediately respond to requests for comment.
The tech defendants have asked a U.S. judge in San Jose, California to quickly dismiss the civil lawsuit, arguing that the companies engaged in bilateral anti-poaching deals to protect collaboration. The companies did not participate in an "overarching conspiracy," they argued in filings.
But at a court hearing this week, U.S. District Judge Lucy Koh said the civil lawsuit will proceed, although it may be split up into multiple potential class actions.
Among the revelations stemming from the civil litigation is a 2007 note from Palm's chief executive to Apple's Steve Jobs, saying that an anti-poaching agreement would be "likely illegal.
The latest court filing also refers to a 2007 note from Intel chief executive Paul Otellini discussing that company's agreement with Google.
"Let me clarify. We have nothing signed," Otellini wrote. "We have a handshake 'no recruit' between eric and myself. I would not like this broadly known."
Intel representative Sumner Lemon said on Friday the company, "disagrees with the allegations contained in the private litigation related to recruiting practices and plans to conduct a vigorous defense."

Food for thought at Museum of Celebrity Leftovers

Fame can touch just about anything, including food. To see a leftover crumb from Pete Doherty, head to the Old Boatstore.

It doesn't exactly have the "ooh" factor of a Lucille Ball caricature hanging on Sardi's wall. It does, however, inch toward the "eww" factor of, say, a faded 34C underwire tacked up on the ceiling of a dive bar. What is it? Just a wee crumb of a toastie eaten by the Libertines co-frontman Pete Doherty.
That's right. There's a museum where you can view the dried-out crust of a British pop star's cheese, tomato and pesto panini that he ate at a cafe in a Cornish seaside village. Owners Michael and Francesca Bennett wanted to commemorate the visit of celebrities to their seafront cafe, the Old Boatstore. When photographer David Bailey visited, the couple told the BBC, they were so excited they decided to keep a bit of the sandwich he'd consumed. The Museum of Celebrity Leftovers grew from there.
Now, when you visit Kingsand in the U.K., you can view about 20 "artifacts" sealed under tiny glass domes and kept on a bright blue shelf hanging on the cafe wall -- the museum's entire collection. Ogle actress Mia Wasikowska's wedge of zucchini. Examine the end of comedian Hugh Dennis' ice cream cone. Ruminate over retired BBC weatherman Craig Rich's pasty crust.
No preservatives have been added to the remains, and Michael Bennett assured the BBC that none of the exhibits seem to be getting moldy, just dried and shriveled.
The Bennetts have owned the cafe for nine years and serve mainly vegetarian fare with locally sourced seafood when available. So don't expect to see a bite of Prince Harry's burger anytime soon. However, Charles and Camilla have paid a visit. The Museum of Celebrity Leftovers has a tiny silver crown adorning the glass dome protecting Charles' relic: a teensy crust of bread pudding.
It's unlikely that the Prince of Wales and Duchess of Cornwall came just to see the odd exhibit, as the display of food waste is more kitschy than captivating. It may, however, have some competition for the world's most underwhelming excuse for a museum. Consider the Asphalt Museum with its chunks of tar at Sacramento State College in California. Or the Barbed Wire Museum in LaCrosse, Kan. And you might just get "sucked in" -- their pun -- at the Vacuum Museum along Route 66 in Missouri. No reason to cross the Hermitage or Smithsonian off your must-see list just yet. En route between the two, you might want to stop in the Old Boatstore for a bite to eat. Who knows who may be seated next to you.

In principle, some of the proposals make good sense while others may have unintended consequences, says Sandy Baum, a higher education analyst and senior fellow at George Washington University School of Education.
?It?s a good idea for the federal government to provide incentives for states and public institutions in particular to find innovative ways to provide quality education at lower costs,? Ms. Baum says of the Race to the Top proposal.
She also agrees that the current formula for distributing campus-based financial aid is out of date and needs to be revised.
But??taking [aid] money away from the students who are going to college in states that are raising their tuition just doesn?t seem very constructive,? Baum says. The federal incentive probably wouldn?t be enough to offset state budget problems that led to tuition increases in the first place, and some students wouldn?t enroll in college at all if less aid were available to them at their local public institution, she notes.

"Too big to fail," became a four-word cautionary tale with the advent of our current global economic crisis. That same tale could be told about our energy needs. Fossil fuels are the lifeblood of modern civilization. They are also the biggest threat to civilization as we know it, thanks to their effect on our climate.
If we've learned our lesson, we'll avoid continuing to put all our energy eggs in one basket.
"A truly sustainable portfolio of renewable energy technologies requires a wide range of integrated systems -- there is no single solution. We need a comprehensive, local-global renewable energy system that can be realized in our lifetimes," says Dr. Peter J. Schubert, director of the Richard G. Lugar Center for Renewable Energy.
Dr. Jennifer Holmgren, CEO of energy tech company LanzaTech says, "I believe that regional solutions need to become a more important part of the future energy pool... There will be no single solution to this challenge."
California, for instance, is ideal for tapping into geothermal. The Southwest is well suited to solar, while other areas can better exploit wind or hydro.
Researchers are also looking beyond nature's renewable resources in the quest for greener energy. Waste water, underground subways and photosynthesis are all being explored. As is, of course, poop.
Yes, poop, which is now being put to good use thanks to Duke University's new Carbon Offsets Initiative. The program, funded by Duke University, Duke Energy and Google, has been working with North Carolina's Loyd Ray Farms to process the 400,000 gallons of manure produced by the farm's 9,000 hogs each week.
The process is pretty simple. An anaerobic digester uses bacteria to consume the manure and release methane gas, which is then burned to power a 65-kilowatt microturbine. Here are some of the benefits of this carbon-neutral process:
- It provides half the farm's electricity
- Greenhouse gas offsets and renewable energy credits are being enjoyed by Google and the University
- The hogs' health is improved
- The manure can be used as fertilizer (whereas it's too nitrogen-rich to do so before processing)
- Water used in the process can be used for irrigation or other purposes
There is another benefit as well -- less noses are offended at the farm these days.

Sundance documentary examines rape in US military (omg!)
PARK CITY, Utah (AP) ? The Department of Defense estimates that more than 19,000 military men and women were sexually assaulted by fellow troops in 2010 while serving in the United States armed forces. At least 20 percent of servicewomen and 1 percent of men ? an estimated 500,000 troops ? have experienced sexual trauma while serving.
These troubling statistics motivated documentarian Kirby Dick and producer Amy Ziering to make "The Invisible War," a film that examines the epidemic of rape within the military, how it affects victims and why so few cases are prosecuted. The film premiered at the Sundance Film Festival, where it is a contender in the U.S. documentary competition.
The statistics "were just so astonishing that at first we didn't believe it," said Dick, adding that he was equally surprised that no film had been made on the subject.
Through interviews with rape survivors and military officials, "The Invisible War" suggests that it's not just the violence and harassment that traumatizes victims but the absence of impartial justice and personal retaliation they often experience after reporting the incident. A rape survivor's only judicial recourse is to report the attack to her commander ? even if he was the attacker ? and it's his decision whether to investigate and prosecute, regardless of the evidence.
"If they investigate it, and the investigator comes back and says, 'I've got a slam-dunk case. I can put this serial perpetrator behind bars,' the commander can, on his or her own, decide, 'No, we're not going to send this case to court martial,'" Dick said.
A 2009 study shows that only 8 percent of military sex offenders are prosecuted.
"The Invisible War" introduces viewers to Kori Cioca, who left the Coast Guard after being beaten and raped by her supervisor. Five years later, she still suffers from post-traumatic stress and has yet to receive Veterans Administration approval for the surgery she needs to repair the injuries she suffered during the attack. The perpetrator, who continues to serve in the Coast Guard, hit her so hard that he permanently dislocated her jaw.
Viewers also meet Marine Corps 1st Lt. Ariana Klay, who served in Iraq before being gang-raped by a senior officer and his friend while stationed at the elite Marine Barracks in Washington, D.C. Klay's husband, also a Marine, cried as he described his concern and fear that his wife would commit suicide.
Other rape survivors shown in the film, including Cioca, said they also contemplated suicide.
Hannah Sewell, who comes from a military family, said she has trouble convincing herself that she is still a virgin after being raped while serving in the Navy. Her father, wearing his own military uniform, recounts the story through tears.
Dick and Ziering traveled the country to interview some 70 survivors of military rape.
"We weren't really ready for all the stories we heard," Ziering said. "Each one had a lot of similarities and all were equally horrific."
But the filmmakers said they remained optimistic throughout the project and have been gratified by the film's reception at Sundance, where politicians such as U.S. Sen. Barbara Boxer of California; U.S. Rep. Jackie Speier, Lt. Gov. Gavin Newsom and U.S. Rep. Mike Turner of Ohio attended the premiere. Grammy winner Mary J. Blige has also pledged to write an original song for the film.
"Our great hope was and continues to be that capturing (survivors') experience and their trauma will help change things for hundreds of thousands of men and women who are in the armed forces," Dick said.
There's also "a history of hope," he said, because when the military set out to banish the segregation and racism that reigned among troops in the early 1960s, they made significant strides in just over a decade.
"They can do the same thing with this," he said.
So why don't they?
"They don't take it seriously enough," Ziering said. "They don't really see, and what we're hoping the film will show is the repercussions of it. They don't understand the amount of damage this is doing and how it really is a national security issue, and also costing taxpayers billions of dollars in just caring for people with this kind of trauma.
"Once that message gets through to them, they will be motivated to make a change, because it's a no brainer. They have to do something."

Tornadoes strike Arkansas as storms menace south (Reuters)
LITTLE ROCK, Arkansas (Reuters) ? Twisters downed trees and powerlines in Arkansas leaving thousands without power late Sunday, as forecasters warned that tornadoes and heavy storms could mete out damage to several southeast states into Monday.
A tornado tore into an area outside of Fordyce, some 70 miles south of state capital Little Rock at around 8:00 p.m. local time, damaging houses and felling trees and power lines as it moved, according to Accuweather.com.
An unnamed official at Dallas County sheriff's department told Reuters that emergency responders rescued a woman resident after she become trapped in her home. No injuries were reported.
The potential for severe storms overnight and into Monday stretched from the Gulf of Mexico in Mississippi to southern Indiana and Ohio, according to AccuWeather.com.
"A few destructive, long-track tornadoes are quite possible," AccuWeather.com meteorologist Bill Deger said, warning that the severe storms created "an especially dangerous situation given the veil of night."
Accuweather carried reports of five other twisters touching the ground in Arkansas, which was pelted by soft-ball sized hailstones and buffeted by winds gusting up to 70 miles per hour.
Funnel clouds were spotted within 20 miles of state capital Little Rock, according to a national weather service alert, which also issued a flood advisory for the city.
Roughly 13,400 homes were without power across Arkansas as the storms intensified, according to utility provider Entergy Arkansas, Inc.
Roughly one third of Arkansas tornadoes occur at night and are difficult to see in the darkness, the national weather service said, recommending residents in the state to take cover as a precaution.
VERY HAZARDOUS CONDITIONS
In Alabama, residents were bracing for storms that could hit after dark on Sunday or overnight with a strong cold front from the west combining with warm moist air flowing up from the Gulf of Mexico, according to the National Weather Service.
The weather service said thunderstorms could bring wind gusts up to 80 mph, tornadoes or golf ball-sized hail in Mississippi, although no damage or injuries were reported late on Sunday.
Farther west, the weather service warned of a high fire danger in Texas with wind gusts of up to 50 mph.
A second stormfront was expected to hit California late Sunday night, bringing significant snowfall to the mountain regions, according to the National Weather Service, before rolling into the southern United States later in the week.
Parts of central and southern California were under a winter weather warning as a storm system was expected to sweep into the area late Sunday into Monday morning, with the weather service predicting 6 to 12 inches of snow.
The Sierras and the Rockies may accumulate as much as 3 feet of snow, the weather service said, and driving in mountain passes will be "very hazardous" due to low visibility, gusting winds and heavy snowfall.
The weather service also warned of high winds along southern California's desert roads that would pose a particular danger to trucks and motor homes.

In the upper Midwest, freezing drizzle was expected to make roads and sidewalks slippery from southeastern Minnesota into Wisconsin, changing to snow later Sunday, the weather service said. Up to 4 inches of snow was expected farther north in southeast North Dakota and west central Minnesota.
In the northeast United States, a fast-moving storm from central Pennsylvania eastward dropped up to a foot of snow in parts of Rhode Island and Massachusetts on Saturday.

Powerful storms spawned a number of reported tornadoes across the South, causing damage in Arkansas, Tennessee and Alabama. NBC?s Al Roker reports.
