India set for larger role in postwar Afghanistan

As the U.S.-led coalition in Afghanistan prepares for the pullout of combat troops by 2014, India cautiously positioned itself Thursday to expand its role in the country's postwar stabilization by helping direct global business investment there.

Indian officials signaled the move - which came after months of prodding by the United States - by hosting an international conference here to discuss the possibility of investment in Afghanistan's mines, infrastructure and agriculture. The country's mineral and hydrocarbon wealth alone is estimated to be between $1 trillion and $3 trillion.

The conference comes just two weeks after the Taliban issued an unusual statement praising India for resisting the U.S. calls for it to play a larger role in Afghanistan, and New Delhi appeared to use the forum to define a unique niche for itself: By taking a lead in promoting investment in Afghanistan, it acknowledged Washington's vision of achieving long-term stability in the war-torn country. But by restricting itself to the language of commerce, it avoided appearing intrusive - and also nodded to the aversion voiced by Pakistan and the Taliban to the idea of an Indian military presence there.

"We need to offer a narrative of opportunity to counter the anxiety of withdrawal, uncertainty, instability and foreign interference," India's foreign minister, S.M. Krishna, told the representatives of firms from 40 countries who attended the conference. "The military drawdown should not result in a political or security vacuum that will be filled by extremists once again. There should be something productive in its place."

India has committed $2 billion to reconstruction and development projects in Afghanistan, including building roads and schools and installing power lines. It also helps train the country's bureaucrats and police. But so far, its decision to steer clear of a military role has earned it goodwill among Afghans, and it appeared to confirm that stance Thursday.

"With today's conference, India is saying it is best at giving nonmilitary assistance and that it will help mobilize other countries and coordinate investment so that Afghanistan does not feel left in the lurch after the troops pull out in 2014," said Lalit Mansingh, a former Indian ambassador to the United States.

Study Shows Expansion Can Be Unhealthy for Arts Groups ...

It happens in many settings, from the classroom to the country club, and, perhaps not surprisingly, among cultural organizations, according to a new study that finds that many institutions recently expanded their buildings in part because everyone else had.

Other reasons that organizations will build too much are overambitious trustees, self-interested architects and unrealistic financial projections, according to the study by the Cultural Policy Center at the University of Chicago that is to be released Thursday.

The study, ?Set in Stone,? examined the cultural building boom between 1994 and 2008, when museums, performing arts centers and theaters in the United States got swept up in new construction or major renovations.

More than $ 16 billion was spent by cultural organizations on building projects during that period, some inspired by the hope that construction initiatives could do what a Frank Gehry-designed museum building did for Bilbao, Spain: transform a small city into a major cultural destination.

?This issue between confusing a want with a need is enormous in the sector,? said Carroll Joynes, a founder and senior fellow at the policy center. ?There are clear ways to avoid this. You can learn from what other people went through.?

A number of the lessons, the study suggests, could be drawn from its case studies of expansions like that of the Art Institute of Chicago over the past decade.

At first glance the project seemed daunting: a $ 300 million venture that would boost yearly operating costs by an estimated $ 4 million and would necessitate another $ 87 million in fund-raising to expand the endowment.

But with the Italian architect Renzo Piano engaged and several key trustees and the museum?s director gung ho, the expansion gained a kind of inexorable momentum.

Attendance did spike initially when the new wing opened in March 2009, but then it dropped back to normal levels. A precipitous decline in endowment income led to pay cuts, furloughs, a salary freeze and two rounds of layoffs.

?Instead of expanding its budget as expected, the Art Institute was forced to contract instead,? the study said.

The study examines not only what arts organizations got wrong but also what they got right and offers guidance for arts executives, civic leaders, donors and government officials about how to avoid pitfalls and how to grow intelligently and responsibly ? or maybe not at all.

?It?s lessons from the front lines,? said Adrian Ellis, an arts consultant who helped conceptualize the study. ?The stories aren?t told that often.?

The study was based on interviews with people in more than 500 arts organizations and drew data from more than 700 construction projects that ranged in cost from $ 4 million to $ 335 million. The New York region led the country in cultural building ($ 1.6 billion) after Los Angeles ($ 950 million) and the Chicago area ($ 870 million).

In many cases the researchers found that organizations failed to realistically assess the demand for their projects and their capacities to complete them: Do we really need this? Can we afford to build it? Can we support a larger operation going forward?

?All of the work fundamentally says, ?Don?t build what you can?t sustain,??? said Duncan M. Webb, an arts management consultant, who was an adviser on the study.

Architects can also run away with a project, the study reports. ?They say the building is for you, but the building is for them,? Mr. Joynes said. ?It?s for the pictures and for their careers. From their point of view it?s a real success if it gets built.?

The study found that the most successful projects were driven by a clear artistic mission and demonstrable need; had authoritative and consistent leadership throughout the process; controlled expenses during construction; and generated income after completion.

The performance of a flying robot swarm at a creativity festival in France has echoes of the highly-coordinated human theatrics that kicked off the summer Olympics four years ago in Beijing.?

The difference here, of course, is that real-life robots, not humans, are the performers.

The robots are quadrotors ? helicopters with four rotors. Their coordinated performance, which gets increasingly complex and mesmerizing as the show goes on, was choreographed by KMel Robotics and Marshmallow Laser Feast.

The most recent performance was the opening ceremony for the Saatchi & Saatchi New Directors? Showcase at the Cannes Lions International Festival of Creativity.KMel Robotics was founded in late 2011 by Alex Kushleyev and Daniel Mellinger, recent graduates of the University of Pennsylvania?s GRASP Lab.?

The duo is also responsible for this video showing nine quadrotors playing the James Bond theme.?

While KMel Robotics promises more information on this project soon, we can surmise a bit more on how they pulled off the performance with a look back at the James Bond playing stunt. Innovation Daily reported:?

The secrets to their smooth, graceful movement are their small size, four rotors and smart on-board processor. By moving each rotor at different speeds, the bots can tilt and turn. Their processors decide the swiftest, smoothest path from Point A to Point B, then send out commands to the rotors 600 times a second.

In a swarm, the robots can also monitor where they are compared to their neighbors. It's important that each robot does this by itself, as it would be too difficult to have one central computer controlling each robot as it flies.

When not showing off their artsy side, the machines could find work scoping out dangerous settings such as buildings after an earthquake or a radiation leak.?

We?ve also seen a quadrotor that keep people motivated on their daily runs. Maybe there?s an idea in there for the opening ceremony for the summer Olympics this July in London??

(AP) ? The most dangerous time for amateur athletes may not be during the heat of the game or even in rigorous practices. A total of 21 college football players have collapsed and died during conditioning workouts since 2000 ? many on the first few days, when even the fittest players are often pushed too hard.

There's little regulation of these sessions, and coaches "just run willy-nilly" trying to make men out of boys, said athletic trainer Douglas Casa. "A lot of them are not focused on health and safety issues."

Conditioning sessions typically include running sprints, lifting weights, and endurance exercises. Games and practices have more oversight and safeguards. These include heat acclimatization rules limiting equipment worn, intensity and number of sessions for summer practices. Between 2000 and 2011, there were no deaths among top-level college football players in practices or games.

Now, health and sports professionals are seeking to make conditioning sessions just as safe. They have collaborated to create the first consensus guidelines on preventing sudden deaths during these workouts. The sessions last about two hours each and most run from January to June or July, depending on the sport, though some teams schedule them throughout the year.

The football conditioning deaths "generally occurred with excessive exercise under the direction of a coach, often in extreme conditions, and in some cases with staff inadequately prepared to deal with the emergency in a timely or appropriate fashion," said Dr. Jolie Holschen, a Chicago emergency medicine and sports medicine specialist and co-author of the new guidelines.

The same recommendations are good advice for high schools and younger athletes, too, not just to prevent deaths but to keep players safe at every stage in every sport, said Casa, the University of Connecticut's athletic training education director. He helped draft the new guidelines.

The most common causes of the 21 NCAA deaths were heat stroke, heart conditions and a genetic trait related to sickle cell anemia that affected 10 athletes who died. Under ordinary conditions it doesn't cause problems. But pushing athletes with the trait too hard can disrupt the blood's ability to carry oxygen to muscles, which can be deadly. Casa said about 10 percent of black athletes carry the trait; smaller numbers of whites and Hispanics have it too.

U.S. infants are tested at birth for the trait, and the NCAA in 2010 began requiring blood tests for it in Division I athletes after Rice University football player Dale Lloyd II died during a conditioning workout in 2006. The requirement for Division II athletes took effect this year.

"At the high school level, we still have to rely on birth records," which coaches may not have access to, Casa said.

Bridgette Lloyd, the Rice player's mother, said she supports the move to make conditioning workouts safer.

"Our mission and goal since we lost our son has been more awareness. They need to be trained what to look for in any athlete, not just sickle cell trait," she said.

The new recommendations stress that conditioning workouts should be phased in rather than start at maximum intensity on day one. Exercise should not be used as punishment. Conditioning coaches should be trained in health and safety issues; certified in first aid, resuscitation and heart defibrillation; know which athletes have sickle cell trait; and know how to recognize signs and treat exercise-related complications from the condition. And they should be present during all conditioning sessions.

The recommendations come from several groups, including the National Athletic Trainers Association, the Collegiate Strength and Conditioning Coaches Association, the American College of Sports Medicine and the American College of Emergency Physicians. They were released Wednesday at the National Athletic Trainers Association annual meeting in St. Louis.

NCAA has policies echoing some of the recommendations and is evaluating the others, said David Klossner, the NCAA's director of health safety.

"We're supportive of the effort to address these issues that they raise," he said.

The guidelines challenge "the old athletic mentality that if a little bit is good, a lot must be better," said Jim Thornton, president of the trainers' association and head athletic trainer at Clarion University in Clarion, Pa.

Thornton said the new advice highlights the need better oversight in high schools, too. Many high schools have no athletic trainer and practices for many sports often take place without anyone trained in first aid present, he said.

"It's like dropping a kid off at a swimming pool with no lifeguard," he said.

Many of the athlete injuries cited involve a muscle-damaging condition called exertional rhabdomyolysis, rhabdo for short. Intense exertion can cause muscle cells to leak enzymes and protein into the blood. Symptoms include extreme muscle pain and dark urine. Severe cases can lead to kidney failure and sudden death.

Avoiding sudden, intense exertion and drinking plenty of fluids can help.

Reported cases include 13 University of Iowa football players hospitalized last year after a too-strenuous offseason weightlifting session and 12 Oregon high school football players treated in 2010 after an intense preseason workout.

"Working athletes longer and harder "is not exercising smart," said Holschen, the Chicago physician.

NEW YORK (AP) ? A spokeswoman says "Jeopardy!" host Alex Trebek is "up and about" in a Los Angeles hospital as he recovers from a mild heart attack.

Sony Pictures Television spokeswoman Paula Askanas said Monday that Trebek is "in good spirits" while doctors complete their tests. She says he has been moved to a regular room.

The 71-year-old Trebek was admitted to Cedars-Sinai Medical Center on Saturday. He's expected to fully recover and be back at work when "Jeopardy!" resumes production for a new season in July.

Trebek was hospitalized for a heart attack in 2007. He has been hosting the popular quiz show for 28 years.

(AP) ? Would you go to a drugstore to get tested for AIDS?

Health officials want to know, and they've set up a pilot program to find out.

The $1.2 million program will offer free rapid HIV tests at pharmacies and in-store clinics in 24 cities and rural communities, the Centers for Disease Control and Prevention announced Tuesday.

Drugstores now offer blood pressure checks, flu shots and a few other types of health services. Officials are hoping testing for the AIDS virus will become another routine service.

"By bringing HIV testing into pharmacies, we believe we can reach more people by making testing more accessible and reduce the stigma associated with HIV," CDC's Dr. Kevin Fenton said in a statement. He oversees the agency's HIV prevention programs.

The tests are already available at seven places, and the CDC will soon pick 17 more locations.

The HIV test is a swab inside the mouth and takes about 20 minutes for a preliminary result. If the test is positive, customers will be referred to a local health department or other health-care providers for a blood test to confirm the results, counseling and treatment.

When the project ends next summer, CDC officials will analyze what worked well and what didn't, said Paul Weidle, the epidemiologist who is heading up the project.

An estimated 1.1 million Americans are infected with HIV, but as many as 20 percent of them don't know they carry the virus, according to the CDC. It can take a decade or more for an infection to cause symptoms and illness.

Since 2006, the CDC has recommended that all Americans ages 13 to 64 get tested at least once, not just those considered at highest risk: gay men and intravenous drug users.

On special occasions, health organizations have sent workers to some drugstores to offer HIV testing. This week, Walgreens ? the nation's largest chain of pharmacies ? is teaming with local health departments and AIDS groups to offer free HIV testing at stores in 20 cities.

But this CDC pilot program is different: It's an effort to train staff at the pharmacies to do the testing themselves, and perhaps make it a permanent service.

"I'm excited. It's such a new and novel thing for us," said Sarah Freedman, who manages a Walgreens in Washington, D.C., that is participating in the pilot program.

At her pharmacy, the testing is done in a private room. They've also taken steps to make sure that a customer can very quietly request the test. For example, they've put out stacks of special test request cards ? they look like business cards ? at George Washington University and other nearby businesses. Anyone seeking a test can simply hand the card to the clerk, she said.

Only three or four customers have gone through with a test in the first few weeks.

"We get a lot of questions," she said. "Usually they get the information and they go and sit on it and think about it."

There's a second Walgreens in Washington offering the test, as well as branches in Chicago and Lithonia, Ga. Other test sites: East Pines Pharmacy in Riverdale, Md., Mike's Pharmacy in Oakland, Calif. and a federal Indian Health Service location in Billings, Mont.

Each of the locations will get enough tests to check 200 to 300 people.

Hi,

My question is regarding how to unlock the phone and it has the following specifications (if am posting this is because I have tried a lot of things and did not work):

iOS 5.1.1

The phone gives me the error of no service/searching/no sim. I don not know what to do to unlock it successfully maybe I am doing something wrong. The phone is also already jailbreak, just the unlock is not working. I have tried ultrasnow the latest and even the fix and wont work. It always display no carrier and network available in the settings.

If you can please let me know what your thoughts are of what I am doing wrong I will really appreciate it a lot. Please if you know anything I give me a walktrough of what to do.

Ah, smartphones -- the delightful little slates carry our contacts, our content -- even our cash, and they still fit right in our pockets. No surprise then, that a lost or stolen phone can be a minor disaster -- or a major security risk (just ask the President). Now that soldiers are packing them to send GPS coordinates or situational images in the field -- on top of using them at home -- DARPA has enlisted security company Invincea to fortify the devices. Its first effort, encrypting OS files and filling the memory of a lost phone with worthless data, has already been deployed to 3,000 troops in Afghanistan. Its next target is to cloister apps into virtual rooms within the OS, locking off access to sensitive parts of the phone like its GPS or contact lists. That would keep any nasty bits of malware from potentially gaining root privileges so soldiers can fight, and Facebook, without compromise.

(AP) ? Syria said Friday it shot down a Turkish military plane that entered Syrian air space, and Turkey vowed to "determinedly take necessary steps" in response.

It was the most clear and dramatic escalation in tensions between the two countries, which used to be allies before the Syrian revolt began in March 2011. Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising.

Late Friday, Syria's state-run news agency, SANA, said the military spotted an "unidentified aerial target" that was flying at a low altitude and at a high speed.

"The Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly," SANA said. "The target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases."

Turkey issued a statement Friday night following a two-hour security meeting led by Turkish Prime Minister Recep Tayyip Erdogan, saying Syrian forces downed the plane and that the two Turkish pilots remain missing.

It said Turkey "will determinedly take necessary steps" in response, without saying what those actions would be.

"Following the evaluation of data provided by our related institutions and the findings of the joint search and rescue efforts with Syria, it is understood that our plane was downed by Syria," the statement said, without providing other details.

Relations between Turkey and Syria were already tense before the downing of the F4 plane on Friday.

Turkey has joined nations such as the U.S. in saying that Syrian President Bashar Assad should step down because of the regime's brutal suppression of the uprising in his country. Turkey also has set up refugee camps on its border for more than 32,000 Syrians who have fled the fighting.

Syria and Turkey have expelled each other's ambassadors and Syria has accused Turkey of supporting Syrian opposition and even allowing Syrian rebels to operate out of Turkish soil. Turkey strongly denies the allegations.

After a cross-border shooting by Syrian forces in April, Turkey said it would not tolerate any action that it deemed violating its security. The firing had left two refugees dead at a camp near the town of Kilis just inside Turkey.

Foreign Ministry Spokesman Selcuk Unal earlier on Friday rejected allegations that Turkey was sending arms and other equipment to Syrian rebels as baseless. Unal said Turkey was not sending weapons to any of its neighbors, including Syria.

Turkey's military provided no details on the downed plane's mission Friday, but some Turkish TV reports said it was on a reconnaissance flight.

Syria claimed the jet violated its air space over territorial waters, penetrating about 1 kilometer (0.62 mile), but that Syrian vessels joined the search for it, according to Turkey's NTV television. It said Syria forces realized that it was a Turkish jet after firing at it.

Ilter Turan, a professor of political science at Istanbul's Bilgi University, told NTV that Syria's action was clearly "hostile," even if it violated its air space.

"They could have either sent their planes to confront it or force it to land, it is a hostile act by any standard," Turan said.

Turan, however, predicted that Syria will try to avoid escalating tensions further.

Erdogan said the plane went down in the Mediterranean Sea about 8 miles (13 kilometers) away from the Syrian town of Latakia. Four Turkish gunboats and three helicopters were searching for the pilots and wreckage of the plane.

The Turkish military said the plane disappeared from its radar and that radio contact was lost at 11:58 a.m. (0958GMT) Friday during a mission flight.

Some eyewitnesses in Turkey's seaside area of Hatay province told private NTV television that the plane was flying so low they thought it would "hit the roofs." They said the plane then flew toward the sea.

U.S. Secretary of State Hillary Rodham Clinton earlier this month had warned about a massing of Syrian forces near Aleppo, saying such a deployment could be a "red line" for Syria's northern neighbor Turkey "in terms of their strategic and national interests."
